Need Cell Phone Info...

I need information.

My father spends a lot of time on land in the country and has a cellphone which simply doesn't work. He just can't get a signal. As it happens, my stepmother with the same model phone and the same provider (T-Mobile -- its one of those family plans) can get a signal when he cannot but not reliably. I also have a phone like theirs and the same provider and cannot get a reliable signal. Anyway, someone we know with the same provider but a different phone gets a great signal where they can't get get a signal at all, so my parents found out what exact model phone he has and went out and got some to replace their old phones but still have the same problem. I have not had a chance to try my phone out yet.

So, what variable are we missing here? What other variable could there be that's affecting this? The same model phone with the same provider at the same location but with vastly different results.

I once had someone tell me it was the little memory chip inside and we did, indeed, keep the same chips as before. I just don't know how a memory chip could be the problem unless it has some other function than just memory.

Can someone give me advice or tell me a good place to ask? The few spots I looked at seemed to be more concerned with "provider wars" (arguing who is the best provider) than anything else. I'm sure all I'd get there are posts telling me how terrible T-Mobile is with advice to change providers to the posters favorite provider.(which isn't practical for another year because of the cost of getting out of the contract) before the whole thing degenerated into a big flamewar (if I got anything at all).
