New D&D Miniature Game (confused)

From what I've seen so far, 3.5 IS a skirmish-level miniature game with some roleplaying tossed in on the side. What is the "new chainmail" supposed to offer that 3.5 does not already?

Since its not out yet Im not sure how much information you'r going to get on the subject. I believe its going to be the D&D combat system on a more simple level. You arent going to have to generate a character or anything like that. Just sit down, pick your creatures, throw them on the board, and start rolling dice.
