Improved Expertise is already an official feat. It was in MotW or OA. It just allows you to overcome the 5 BAB limit.

I'd suggest calling it Quickened Expertise. Also, give it a BAB requirement to keep PCs from getting this at level 1. Say, BAB ~+8. That seems about the power level to me.
 

For Parry Arrows, I'd require the weapon to be One-Handed for the user. That would include longsword, but not heavy flail or greatsword, and neither would it include dagger (way too small).

You might want to expand it to One-Handed or lighter weapons including double weapons.

With those restrictions, you could probably do away with the requirement for weapon focus.

Of course, this begs the question "why can't I do the same with a shield?" :D

Why not the easy way ?
Make an AoO against the incoming missile. Missile has AC of 10+4(diminutive)+4(speed)+X(Enhancement-Boni from Arrow and Bow). This means AC 23 for an +2 arrow launched from a +3 bow.
No new rules, no new feats.
BUT fairly easy for everyone to parry an arrow shot from a simple shortbow by a standard ork ... (AC 18)
Hmmm ... perhaps only performable with a new feat ... :D
