One more update: Magnus is starting to flex his muscles a bit.
He's hitting more often- 5 times in one encounter- and hitting harder- 9 was his low, 19 his high, and he had a mode of 14 for the evening.
Right now, the main problem I'm encountering is that for a heroic figure, Magnus Skyhammer is an "International Man of (in)Action.". I'm still being hosed by the law of averages when I burn an Action Point. Despite getting him in perfect position to do things, he's fizzled after every AP he burns. I've burned those APs to make additional attacks about 75% of the time; no attack roll (WITH MODIFIERS) has totaled over 12. That won't cut it.
