I don't think its supposed to be a PC race, so teleportation probably isn't an issue. (and its no more trouble than the forsaker okay so thats not a good counter)

Okay, if it's not for PCs or cohorts ever, then that's just fine.

The Forsaker is exactly what I was thinking of as a "problem party member" example of what's wrong with involuntary SR.

Not for Party Members is Right

Yeah, this template is pretty much ONLY an npc template, for a major villian element of the plot.

Ha! Never really thought about it that way, but yeah, that teleportation thing could really screw with them.

Spell Resistance doesn't mess up magic item use, correct? So they'll rely heavily on stolen or pre-cataclysmic items and technology for movement.

And as of now (or until it proves to be an issue), I'm gonna treat them as a CR +1 template. See how that works out.
