New Warlord and Warlock encounter powers from minis preview

Today's preview article for the Against the Giants miniatures set reveals two encounter powers, one for the Warlord and one for the Warlock. I think it is pretty easy to guess the RPG stats for those powers. Here is my guess:

Otherwind Strike Warlock Attack 11?
Encounter * Arcane, Implement
Standard Action Close burst 1
Target: Each enemy in burst
Attack: Charisma vs. Reflex
Hit: 2d6 + Charisma modifier (15 damage in the minis game) , and caster can teleport up to 5 squares away within line of sight after resolving the attack.

Hammer and Anvil Warlord Attack 11?
Encounter * Martial, Weapon
Standard Action Melee weapon
Target: One creature
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage and an ally adjacent to the target can immediately make a melee basic attack against it.

The mini side of the card was posted over at maxminis.com, and pretty much spells out what each power does. The preview indicates the minis powers are based on what the RPG stats for this warlord and warlock do.

Hmmm....sounds a little weak to be an Encounter power, don't ya think?
 

With an At-Will to give up your attack to give an ally an attack on your adjacent target, an Encounter power to swing and give an ally an attack seems good. Is 11 speculation? Seems a little high.

Not really. It allows another character to make a free attack on a monster. If it were an at will used every round you would just hammer the poor critter to death way to fast. Especially if that adjacent ally was a rogue who is flanking.

I think it sounds just right as far as balance goes.
 

By the way, the description says this is a 1st level encounter exploit, not 11th. I thought it sounded weak for 11th, but it sounds perfect for 1st.

I see your point. Having it as an at will ability would be a tad too strong. :)

The ally gets a free basic attack. Does a rogue get to use Sneak Attack as a basic attack?

"Sneak Attack
Once per round, when you have combat advantage against an enemy and are using a light blade, a crossbow, or a sling, your attacks against that enemy deal extra damage. As you advance in level, your extra damage increases."

Reads to me like it works on any kind of attack, basic or otherwise, as long as you meet the preconditions.

Not really. It basically gives you two attacks in a round, and with the "Economy of action" in 4e, that's pretty good. Use it when a foe is on its last legs, knocking it out of the fight before a healer can do anything about it.

Making it at-will would be too powerful, and I don't think there's a "twice per encounter" mechanic in the game. Is there?
