This is a new method for any time you want to differentiate between cultures with very different priorities, but don't want to assign bonuses or penalties because that would imbalance the game.
Just add some rules that all characters of this culture must put their stats in an order that follows some simple rules. This lends a little more flavor and also allows you to give a minor boon to characters of that culture.
Examples.
A Viking-esque seafaring culture. Cannot put their lowest score into Str, Dex, or Con, but get +2 Profession: Sailor and Simple Weapon Proficiency
A Wizard city- Must put one of their three highest scores into Int. Can cast one cantrip a number of times each day equal to their Int mod.
A noblewoman from a culture that binds their feet- Lowest score in Dex. +2 to Diplomacy.
Desert Raiders- Must put one of their two highest score in Con.
+2 to Fort saves against hot weather.
On average, these should reduce character power and flexibility, but provide a bit more flavor and logic to certain game-world stereotypes.
