Imagine it in a world where the Institute is the only fast travel available. Vertibirds as well but there only fast relative to walking.
I haven't followed the BoS quests so haven't got Vertibirds as a travel option. How far into the quest line do you have to go to get them? I've only done the initial quest with Paladin Danse (the one where you go to the ArcJet place and set him and all the synths on fire with the rocket engine). I also stumbled across the Lost Patrol and completed that quest.

But yes, I've actually been trying not to fast travel as much because I've yet to run into any recruitable merchants and the like. I also bumped into that lady from Vault 81 at the cannery but didn't get to talk to her fully before she walked out the door, and I haven't been able to find her since. So I'm trying to limit my fast traveling to jumping between settlements (via the Institute) when I'm doing population management / settlement building type stuff.

There's various locations you can "farm" the merchants.

You also need enough pops.
 


I have been using Hangman's Alley in my current playthrough. The only thing that is a bit annoying is that the spawn location is locked in front of the one door. Which normally might not be a problem but I purposely left the doors locked and use the awning in the alley off the river to jump over the wall. So every time I fast travel there I have to run around the block to actually get in.

If you were to disregard the Glowing Sea though is Taffington Boathouse not technically the closest settlement to the centre of the map?

Hangmans is close to institute teleporter, diamond city shops, and a vault with merchants.

Goodneighbour is also close along with Boston.
 



Yup build your own vault. If I can ve bothered it's where I put my power armor, a water farm and try to make it looked lived in.
So far I've cleared everything out except the northeast sector. I added more vault flooring to the main area. Built some workbenches and the exercise bike (went for the safe option as my Nora is not an unethical jerk).

Then I built a cozy home for my three initial settlers using the largest prefab metal bunker only to accidentally store it in the workbench while trying to move a light fixture ... sigh. If you move a building with furniture in it, the furniture moves with it, but if you accidentally get rid of the building, the furniture gets left behind, and you can't just put the building back because the furniture is now in the way ... So I got rid of all the furniture that was left behind and started over - this time building a rudimentary dwelling with the vault walls. It's got four little cubicles, each with a bed, a foot locker, a light, and a bedside table. I'm thinking I might move the dwellings upstairs and turn that downstairs section into a common room.

If you want to .ake a "vault" you use the colour coded areas and furniture. If you build the floors right the generator will power the whole vault.

Needs lots of lighting though.
