No armor penalty to reflex/touch-AC saves?

..but it's not affected by armor? A stout halfling in full plate will have the same "touch-AC/Reflex" as a halfling rogue in clothes-only? This was completely missed in 3.5E because we had a seperate category (which was also unaffected by wearing 800lb's of gear)..but now there's a chance to think about this.

Has that been addressed? Thoughts?

Considering that:

1) reflex saves include quickly averting your eyes, retracting your arm, stopping your ears and possibly endless actions of quickness that involve any part of the body and not necessarily the body as a whole

2) rules are always a semplification, at some point they must group different things together and stop adding detail

in my opinion the fact that armor does not affect reflex saves is overall a good design choice.

Ehhhhhh.

I'm too old-school to think we should do away armor equipment bonus to Defense entirely. I'm too wary about relying too much on one critical value for the armor stats, and that is DR. If anything, these medieval armor shouldn't have a DR value above 5 (including full plate armor). Any armor above 5 should be a modern-day bomb suit.
