Is there another non spellcasting religious type out there in an NPC class?

as a matter of fact.... Creative mountain games offers "county clergy". it is an expert adept type blend that does just al;most exactly what you describe.

go and take a look, it may be exactly what you are thinking of

they are not completely without spellcasting abilities, but they are what you would expect the normal small town to have available, and at 40 cents you cannot go wrong

A recent Dragon Magazine (305? 304?) had a good article on playing non-cleric religious characters. It included a few feats that could be used to show that the character was indeed "holy" without being an all-out spellcaster.
