For range damage do you add your dexterity bonus
Depends on the power. You only add the ability modifier that the power tells you to. Most ranged weapon attack tell you to add dex, but not all. Take Twin Strike, if it is used as a melee or ranged you don't add any ability modifier because it doesn't tell you to.
 

Yes, it is all by power now.

For ranged basic attacks, you add Dex by default. However, if you use a heavy thrown weapon, you use Str mod for attack and damage.
 

Bards, on the other hand, have a handful of ranged weapon attacks that use Charisma, and Artificers have this tendancy to use Intellegence.


Also: Ranged attack doesn't imply with a weapon any more. So, you have Eldritch Blasts that use Constitution, or Divine Bolts using Wisdom.

The answer to your question is 'Read the power.'
