I'm thinking about doing this as well.
Mechanically, I'm just using the character builder to generate what I want, and then applying the NPC rules OVER the characters generated.
That means CharBuild say, a deva paladin, and then limit him to one daily, at-will, utility and encounter power and reduce his available surges and action points.
Sadly, the idea of an opposing party, is something I handed to the DM, not something I'm running as a DM. I figured out the right combination of tactics and lineup to nerf my own party, and even beat the tar out of my own character. What can I say, I'm a masochist.
