[OA] Earth's Stagnation; question about this spell...

This spell is in the OA book. From memory, it basically halves the movement of a target. The problem we've (my group) come up with is that under Saving Throws it mentions to "See Text". But in the text it doesn't mention anything about a saving throw. All it mentions is that the target gets stuck to the ground (thus slowing their movement), which means this spell would be useless vs flying opponents. But it still doesn't mention anything regarding a saving throw for those who are on the ground. Does this mean there is none?

Our DM has "house ruled" that it is a Fort save.

Sure you have the name right? I looked it up and OA and it wasn't there. I'm not discounting the chance I'm just blind though....

it's in the Rokugan CS book, the save says: 'special' and i have no idea what the save should be...
