Obscuring Mist: Breaks LoS?

So I have a question: The inference is, from the text of Obscuring Mist, that it breaks Line Of Sight for creatures on either side of the cloud, correct? I.E.

....A
XXXXXX
XXXXXX
XXXXXX
....B

In that instance A and B, neither of which are in the cloud, do not have Line Of Sight to one another, correct?

What does not having Line Of Sight stop in the way of spellcasting? Attacks? Can you cast a Targeted spell "at a square"? Burst effects?

To cast a Targeted spell, you must be able to see or touch the target. A cannot cast Magic Missile or Charm Person at B in this situation.

The same is not true of Area spells. A can cast Bane, and if B is his enemy, B will be affected. A can cast Fireball, and must designate the point of origin of the burst - either visually (not applicable in this case) or otherwise. For example, designating the point of origin as "25 feet south" is fine, but he does risk the bead striking a solid object he can't see before it gets there.

(I've actually had exactly this happen in a game I DMed; a sorcerer dropped an Obscuring Mist, then Levitated up a shaft. The PC wizard ran to the edge of the shaft, guestimated the sorcerer might have travelled about thirty feet, and let off a fireball to explode thirty feet up the shaft.

As it happened, the sorcerer had only travelled about ten feet and hauled himself onto the platform that far up the shaft... which the fireball bead struck the underside of and detonated early, washing back over the wizard...)
