Occupation Exploits vs Universal

First time running W.o.i.n. and I have a player who has decided on Star Knight (he has a love of Jedi) we find ourselves wondering though...

Is there any difference between taking something like Summon as an Occupational Exploit vs as a Universal Exploit.

If I Read Correctly the pre req is ignored... but does that mean he doesn't have to pay psi to use the power? Since cost is based on pre req?

If that is the case then sooooper cool... if not is there any difference we are missing.

BTW... I really like this game... it manages to combine all the best elements of crunchy and loose ; )

The occupational exploit is literally just what's written under the career - so nope, he doesn't have to pay PSI to use the power unless is specifically says so there. The occupational version is better than the universal one.
