Well, there must have been some other spell (beyond control weather) cast to go with the changed weather, because (according to the Hypertext d20 SRD), the caster has no control over where any lightning resulting from the spell strikes.
Admittedly, it could somehow be pure coincidence that lightning resulting from Durkon's spell struck where he needed it to. Or Rich could be chucking the rules for the sake of good story in this case, because it most certainly is entertaining story.
