On the other hand, if they were good, they might have trusted in their paladin leader to do what's best for the community and the world.
Paladin or not, that kind of unquestioning obedience is not Good. It's Lawful if it's anything, and Lawful taken to an unreasonable extreme at that.

Azure City is in a state of war. The noble houses are obligated to provide military forces for the defense of the city in a state of war. Failure to do so is treason, punishable by immediate and summary execution. Hinjo was too merciful.

Has there been a Player's Guide to Azure City put out and I missed it? We know nothing about the rights and responsibilities of the noble houses within the city. And "immediate and summary execution" does not apear to be valid under those laws we have seen.

It's D&D Japan which means movie style utter obedience of ones master or death. It's also simply a feudal society, and the feudal contract is a very simple "Guys without swords obey guys with swords. In return guys with swords protect them from other guys with swords." To flee the city, and take ones troops with one, is evil, chaotic, and cowardly. Frankly their own troops should desert them since they have proven themselves to be utterly without merit or honor.

Actually, it obviously isn't treason or punishable by death, since Hinjo's letting them go. Presumably, the leader of Azure City does not acutally have ultimate authority within the city.

While it may be wrong, I can understand their view. They have a leader who is intent on plunging them into a war that, by what he has said, could be ended by handing over the McGuffin that said leader adamantly refuses to say anything about.

Refusing to fight: Not necessarily evil, but clearly morally dubious.

Fleeing the city: Not good, but not necessarily evil. However, reprehensible and cowardly.

Blaming Hinjo: Silly and clueless.

Trying to kill the lawful nonevil ruler of the city: Evil.
