Here's how I imagine it going...

Belkar sees Roy's body. At first he cheers and chuckles, then realisation hits him..

"Dammit, I DIDN'T GET TO KILL HIM!"

Hence, Belkar ends up dragging Roy's body all the way back to Azure City in the hopes there's a Cleric still living there who can cast Raise Dead so he can kill Roy at a time of his choosing...

I think it's a reference to the fact that the variety of undead in question is clerical in nature, and we've not seen it casting.
