Doesn't matter. V is fighting a DM screws you for killing what ought to be just another monster dragon parent. Now like many other characters, she is doomed because she had part in slaying what too many DMs and Game Designers think are wonderful and majestic creatures.

What exactly do we expect Qarr to do, assuming V accepts his offer?

What makes anyone believe that Qarr could save V or defeat the dragon?

Call in another marker from a fiend, get some backup in there to fight the dragon? Trade a one-time favor from a big fiend for an eternity of service from a wizard?

That little imp doesn't have a lot of power on his own, but he apparently does have favors and services owed by a wide variety of other beings he can call on (and he value's V's services/soul enough to call in one: an evoker of approximately 14th level and of nongood alignment is not insignificant as an ally, although as the Imp noted, the dragon would be even more valuable, but the imp has no leverage to get to the dragon with).
