Opportunistic Tactician/Sidestep Alternatives

I want to take these feats but I do not want Dodge or Mobility.

I know of the Expeditious Dodge, Sandstrike Dodge?, and some other one that requires some point system to activate or something. So I am looking for alternatives for these besides those if possible including alternatives for Mobility.

Or does anyone know alternative feats that work this way or at least some homebrew ones I could take a look at?

I want to use these feats in response to an AoO to get out of the threatened zone along side of Close-Quarter Defense.

Anyone care to help me balance a homebrew feat for something like Sidestep?

Take away Mobility and Dodge and make like Dex 18 and Tumble 12 ranks? That be fair?

I have found that, in general, when a player recommends a change in the prerequisites of a feat, they often suggest a change to something they already would have met and away from something they didn't like. It is a huge red flag. If this is the case for your scenario and you really don't want to meet the pre-reqs, I'd recommend just talking to your GM about it. A lot of GMs would prefer to just openly discuss tradeoffs instead of being presented with "alternate" pre-reqs that might actually feel more patronizing than compromizing.

Any published content to help guide someone to create homebrew content?

I honestly feel what I suggested was in the spirit of the feat being that you would quickly dart out of the way of danger. Tumble and Dex.

My DM isn't too experienced and I rather get others ideas to set a guideline as to what would be acceptable trade offs to suggest especially by more experienced players.

Perhaps someone else has dealt with this or something similar and can give me a strong suggestion.

I can feel your pain about Dodge and Mobility, two of the most useless feats in the game. However, they are prerequisites for that very reason and often serve as a balancing factor where more powerful feats (and often also PrCs) are concerned. Spring Attack, Sidestep etc. are very very good, maybe a little too good for a feat, so the fact that you need Dodge and Mobility justifies their quality to a degree.

For that reason, I'd say you shouldn't try and get other prereqs there, unless those other prereqs are similarly subpar. Having a high Dex and many ranks in Tumble are both very useful. This is not a restriction on the Sidestep feat, but rather something that's already very good on its own. Being able to take Sidestep on top of that is just gravy.

If I were the DM, I'd definitely disallow that change. I'd not be opposed to changing prerequisites in general, however. How about Lightning Reflexes and Fleet of Foot as prereqs for Sidestep? Both are slightly subpar feats (like Dodge and Mobility), and both connect to the theme at least as well.

There are some ToB maneuvers (Shifting Defense, Press the Advantage) that can do similar things if you can get at them.

For instance, the pre-req for Press the Advantage is 2 White Raven maneuvers. If you Martial Study them, I guarantee they will be better than Dodge or Mobility. Also, one level in Crusader is not a bad idea (just take it at a high enough level that you can get level 5 maneuvers).
