A chaotic evil person would still do something like that, and I don't think it was ever his intention to save them. Remember Belkar is just trying tricking people into thinking he's changed.

He released the dinosaur kill the soldiers, create a distraction, and cause chaos, death and horror so that he could escape.

Sounds chaotic neutral/evil to me.

I don't think he is really out to trick people into thinking he has changed. I think he just realized that if he unleashes chaos and havoc and commits terrible deeds in the service of a good cause, he is likely to get away with it. And be celebrated for it. And get the chance to keep causing chaos, and staying on top of the game.

It isn't that he is pretending to be chaotic good. Rather, he is acting chaotic good - for entirely selfish reasons.
