OSRIC's certainly not a d20 product! It doesn't comply with the conditions for the d20 license at all. One of the reasons for that is that OSRIC includes modifications of standard SRD concepts, which is prohibited by the d20 license but specifically allowed by the OGL.

So it's OGL but not d20.
