windows xp (well atleast xp pro) has built in text to speech ability.
I use it all the time to read my emails to me and in irc (i use mirc)
getting it to work with mirc was a bit of a pain as mirc requires an older dll be installed side by side with the newer dlls in xp but i figured it out.
the guy saying bwahahahahaha didnt sound good try it as Bwa ha ha ha ha or even Mwa ha ha ha ha.
Admittedly I do spend some time every week adding to the things pronounciation tables so it says words properly, but with non newsletter type emails and especially in irc where folks dont always type out the words properly(typos or crib) and those 733T typing wierdos theres not much you can do, but for the most part I enjoy letting my computer speak out my emails and irc for me. Lets my work on other things while that stuff is going on in the background. Especially with mirc. I can 'undock' a chat window so it is its own window ont he desktop outside of the mirc mian window and resize the window so only the box where i add my chat is showing and make it sit in top always and I can go about web browsing or whatever and listen tot he chat and then reply without leaving whatever app i am currently in.

p.s. yea this was a rather long post and rambling for no appearent reason but I drank too much ice tea and am rather wired right now. NEVER drink half a gallon of ice tea in a few hours before bedtime oyu will be up all night. And the sad thing is I do this all the time, I never learn
