Paragon Magical Item Troubles...

So a group i ran back in 3.5 will be coming back together and they will be starting at level 12. I'm having trouble deciding how many magic items they are suppose to have at level 12. I've tried to understand the rewards section of the DM's guide, but i'm not exactly sure how to read it. Do i roll a d10 to decide what they get per level? Do they really get 4 magic items per party per level? Any help be much appreciated.

Pg 143 of the DMG. One level 13 item, one level 12, one level 11, and a level 11's worth of gold to spend on other items/rituals/expendables/etc.

remember that mundane equipment is free when you make higher than 1st level PC's. (you don't have to pay for your non-magical armor or that adventuring kit).

something tells me that that will be updated now that Airships are nonmagical equipment

I doubt it. They'll probably leave it as written and let the DM decide when something is out of hand. if they were concerned about loopholes they wouldn't have worded it in a way that a PC starting at 2nd level could start with well beyond his level equivalence in mundane gear.

Alright, another question.

I have the conflict, bosses, and some combat organized already, but what about actual magic item placement.

How in fact do i read the parcel? Do they get EVERYTHING that is listed there for level a level 12 group? is it a d10 roll to decide?

I usually just run the Pre-cons and just add an item or two so everyone gets something after a while. Oh and sorry for sounding so incredibly new to this, this is actually my first time designing something really unique for my party.
