I think the real rule is that each table should do what is best for their game.

Of course. I was expressing how I prefer to handle the spell, not proposing a universal rule.

If I were inclined to take the Sage Advice approach, I would probably whip up a table and have the player roll on it; but I'm lazy. If a DM wants to take on the extra work of picking creatures, more power to 'em.

That’s not clear in the description of the spell in the phb.

No, but all the spell says that the druid gets to choose is how many creatures of what CR, not what creatures. Personally, I roll randomly to see what the druid gets within the context of the chosen CR and environment (by which I mean, you only get sharks in water, even though you can get a dire tortoise outside of the desert).
 


Whether one accepts Sage or not the spells tells the player to choose from the options presented which are numbers and CR, not the specific beasts.
The spell does not say the DM picks the creature, and I have never actually seen that happen in play. It is clear to me that the intent of the spell is for the caster to choose the type of beast, especially since it isn't even an issue of whether the beast actually lives in the area since they are really fey spirits.

Some DMs seem way too quick to limit player agency.

The spell does not say explicitly that either the gm or the player picks the specific creature. The spell does explicitly say the player chooses one of the options presented - cr and number packages.

If player agency is now defined as getting to do anything not explicitly forbidden... its meaningless.

The spell magic missle does not say the darts dont kill dragons on contact...PLAYER AGENCY!!!

It depends on the groups preferences, obviously. There is no universal "fun of the group as a whole."
