That would have been my nomination. It's the first one that popped to mind.
 

The only really bad speech that come's to mind is Arnold's prayer to Crom in Conan the Barbarian. Just poorly written and didn't fit the tone of the upcoming battle at all. A pity because aside from that I thought it was a really great film.

Really?! Because I consider Conan's prayer to Crom to be one of the best movie speeches of all time. It still gives me cold chills whenever I watch that scene. :cool:
 

Steven Segal addressing the state legislature at the end of "Fire Down Below." Easily the worst film speech ever. No contest. Nothing else comes close.
