Since True Polymorph can be dispelled, I would try to do this via Wish. Hopefully, you have someone in the party capable and willing to cast it (that whole 1/3 chance thing).

That's fairly risky. If the DM decides that it's beyond the power of Wish (which is reasonable since True Polymorph and Wish are both 9th level spells, and True Poly is the more specialized spell) it could fail or be twisted. Depending on the phrasing I could see it transforming the character fully into a dragon (as in changing their personality and all) rendering them into a powerful (and possibly even hostile) NPC.

Unless you have a very lenient DM, be careful when using Wish for anything beyond the effects described in the spell's description.
 

Agree. I’d definitely have a chat with the DM first to get a read on how doable it is. The thought of a 5th level NPC dispelling True Polymorph is way too annoying.
