Phasing AOs

When a character phases through opponents or goes right by them, does this action incite opportunity attacks? I can not find that specific answer in the reference books.

Yes, it provokes. If you look at the Wraith(which has Phasing) you'll see they have an encounter power that lets them shift 6. If phasing didn't provoke then there would be no reason for that encounter power.

Two things provoke OAs:

1. Moving out of an adjacent square (non-shift).
   
2. Using an attack power that has the ranged or area keyword.

Moving through an opponent is leaving an adjacent square, so unless you shift, it provokes.
