Yes, we have always done & currently do, but if you believe that we have the freedom to make our future we can now think of "ought." By going off in a roundabout manner in bringing in the "western" international definition, I was highlighting the inequality at the domestic level is unsurprisingly being replicated in world affairs. Again we can look to the future & decide our "ought," unless we have no ability to change our self-destructive manner. Even if we cannot change our cannibalising practices, it is not at all clear if we are by nature doomed to destroy any hope for a peaceful world or if complex self-reinforcing social practices are at fault.
