Ah, WS&IM. A classic. A perfect example of how a wargame can be rules-rich, reasonably accurate, and not have to have 100 charts or 10 zillion counters to be fun. I must have played hundreds of times back in the old days. We'd even play with multiple players on each side, each person taking one ship-of-the-line. We had flag cards that we had to use to communicate (and you weren't allowed to have a cheat sheet!), and every one kept a captain's log detailing why they were doing what they were doing, what they thought the enemy was doing, etc. And then, after the last scurvy dog was napping in Davy Jones' locker, we'd go back and read the logs out loud and laugh at each other's mistakes.

God I miss that.

uh, elbandit, it's not WotC, it's WizKids.

They've gone from making miniatures, to plastic punch-out card models.

The game rules are available now. It plays pretty simply, but the crew cards and such add on interesting twists.

If you're looking for ship miniatures for a pirate or naval campaign, there is a wealth of sources for ships of pretty much every size and style.

The "happy meal" ships in this new WhizKids game would be at the bottom of my list of options.

For small (1/1200) scale ships for battles, check out http://www.rodlangton.com/

For 15 mm pirates, and appropriate scaled resin ships, http://www.peterpig.demon.co.uk/range10.htm

More 15 mm-scale ships, http://www.opusminiatures.co.uk/Ships.htm

There are numerous other manufacturers, but I don't have them handy. Google for fighting sail wargames and you should pull up a lot of stuff.

If it's a boardgame of naval battles you're looking for, I second the recommendation for WSIM. For a less abstract game, try Close Action by Clash of Arms games.

Just for the record, they have not "gone from making miniatures" they are doing this game in addition to their miniature lines. They are still making new figures for Mage Knight, MechWarrior, and HeroClix (which has a new set coming out next week). This is just an expansion of their market. They call it a Constructable Strategy Game.

I don't really work for WizKids, I am just a Judge for HeroClix tournaments.
