Planar Substitution Levels

In our epic game, one of the characters has expressed an interest in taking a planar substitution level for sorcerer. What it shows in the book is that basically, for giving up 1 spell known at 2nd level, all spells that deal energy damage now deal 1/2 of that as pure force damage. At first glance, I thought it seemed a bit overpowered, but I don't want to vote against it as a knee-jerk reaction. I was just wondering if anyone else had seen this in use (and if it was horribly overpowered), or if there were any other strong opions about the substitution levels.

Remember also that you have to take the substitution level when you were about to take the regular level it replaces. So if you are already a 21st level sorcerer, you (technically) cannot go back and swap out your 4th sorcerer level for a planar sub. level.

Of course, if you're building the character level-by-level up to 21, then it's a moot point.
