Half-gob Hobgoblins
On the subject of stat penalties for hobgoblins and other cross-breeds. I could see penalties to Con with any half-breed (or possibly other disfunctions such as alergies etc) due to the odd mixing of blood.
Sometimes when two parents from radically different HUMAN cultures breed, the result can gain a tendancy towards allergies, lactose intolerance, or other problems. This doesnt mean that all cross-bred humans (I dislike the term Race for referring to other human breeds) have these problems, but cross breeding does have its risks.
One could easily see the potential for abnormality when creatures as different as goblin and humans breed. Lets look at the goblins; Small, (usually) evil humanoids, Carnivores, posessing great agility and Darkvision. And Humans: Medium sized Good-Neutral humanoids, Omnivores (with a larger focus on grains) with no special abilities or penalties.
When a cross-breed is born perhaps though it has Darkvision, its still human eyes would be to large to bear the increased brightness of light, resulting in Light Sensitivity.
Slowed Movement, Mental Retardation (Int penalties), Albinism (Light Vulnerability as per Dvergar), Diet restrictions, or being just unsettling (Cha penalties).
Looking at it this way, I think that creatures such as Half-Ogre Mage (with a Polymorphed Ogre parent) would be interesting. Especially if the Regeneration bit didnt breed true (being magical in nature or whatever). Such a creature might even have a penalty to Con. Maybe a +4 Str, -2 Con, +2 Int, Medium sized, +2 natural AC, Darkvision 60ft, Giant blood, Infamy (character suffers a -4 penalty to all social rolls with humans who know of the characters origins) Favored class: Sorceror.
P.S. I hope that I dont offend anyone with my comments concerning human cross-breeds. I mean nothing racist in any way. I am merely lokking at it as a breeding/genetic heritage thing. When a 6ft 4 inch swedish man has a child with a 4 ft 7 inch pygmy woman there are great dangers that can arise.
