Please, Help Me Create The Perfect 20th level Manipulative Rogue

I need to come up with a 20th level Rogue NPC and I want her to be as very manipulative as possible. Using the Forgotten Realms campaign setting and its sourcebooks, plus the material from Mongooses Ultimate Feats, how would you create this npc?

Okay I'll start with the basics:

Karalai Moongart: Half-Elf 20th level Rogue
Str: 10
Dex: 14
Con: 12
Int: 18
Wis: 14
Cha: 18

Okay, now I would appreciate help fleshing out her skills and feats and her roguish special abilities.

Okay, this character getan extra first level feat, because I want to use her in my hombrew and one homebrew rule is that all first level characters can select an extra feat.

Half-Elves gain a +2 on diplomacy. Negotiator gains a +2 on Diplomacy. Persuasive gains a +2 on Bluff and Intimidate checks. Skill Focus on Bluff, Diplomacy and Intimidate.

Also, I'm guessing that Knowledge (Local) & Knowledge (Nobility and Royalty) might come in handy.

These are just some of the things I can think of that she should have. You guys have any thoughts on what other skills & feats would be appropriate?
 

I'll move this to Rules, which is where most character optimization takes place. Rogues Gallery has ended up being a place for existing PCs, which means it's lower volume.

By manipulative, do you mean social skills? There was a great Rules thread last week about a 3rd lvl PC with something like +23 to diplomacy!
 

Rogue? Rog/Psion going for Thrallherd or some similar stuff, that's what I would have used...

Bluff, Sense Motive: Naturally. Get a circlet of persuasion... IIRC there are some other magic items with bonuses for cha checks. Gorgeous and many other KPG feats give horribly high bonuses to various social skills...
 

Hi!

How about the Mindbender PrC from Tome & Blood? Just toss in some Rogue Levels to get the skill points to max out Bluff, Diplomacy, Intimidate and Sense Motive. If you've got any points left put them into Gather Information or Disguise.

Yes, I mean social skills. And I remember seeing that thread you are referring to. Crud, I should have bookmarked it.

Leadership, perhaps several times, is a good idea as well. You can never have enough sneakers and diviners.
 

Skills: Bluff/Sense Motive, Diplomacy, Disguise, Know Local, Know Royalty, Gather Info, Hide/Move Silently, Listen/Spot, Intimidate, Use Magic Device.
Feats: Deceitful, Investigator, Negotiator, Persuasive, Skill focuses, Leadership, Iron Will, Trustworthy, Alluring, Thug?, Streetsmart, Cosmopolitan, Education, Smooth Talk
Rogue special abilities: Skill Mastery, Slippery Mind.
Items: Rign of Mind Shielding or Spell Storing, Rod of Rulership/Rod of Splendor, Staff of Charming or Eyes of Charming, Cloak of Charisma, circlet of persuasion,

Is he going to be a guild master? Give us some more info to work with...
