I see it as roughly the same power level in that it usaully bumps your damage dealing method(thrown weapons in this case) up one level maybe even two. So instead of having an exotic throwing axe doing 1d8x3 crit(oh two boosts crit and damage)you instead throw battleaxes.
On top of that it's cool, and somewhat useful for someone who is building on non-throwing weapon based character.
The somewhat cool and useful for even those not designed aorund it factor bumps it p a bit past exotic wepaon prof for me so above average and cool.
