It's not a spell, it's a spellnote.

It's form Monte Cook's Alternate Bard (MCAB). To sum it up quickly, MCAB don't get spells to cast, but spellsongs. Spellsongs are divided in 3 levels, Spellnote (roughly equivalent to level 0-1 spells), that take a MEA to cast; Spellchords (somewhat like level 2-3-4 spells) that take a SA to cast, and Spellmelodies (level 5 and 6 spells) that take a FRA to cast. They always have a V component, and IIRC (it's been a long time since last I read that) never have a M component.

To answer Mistwell's question... Yes (provided you need a MTA or RTA to deal damage).

Bah, nevertheless, my comment was still insightful, since there are spells for which that would be ruled this way (like Enervation, if I'm not mistaken this time).
 

Yes, Sonic Dart is on Page 33 of the Book of Eldritch Might II. Right after Songstrike, and right before Sonic Stab.

As for it being munchkin-like, it isn't. You would have to read the Alternate Bard to really understand that. Suffice it to say that it is, in fact, an MEA to cast a spellnote like Sonic Dart, and you could cast two in one round (or three, if hasted).

So I could use point blank shot with a Sonic Dart? I could use Improved Critical with it? Precise shot?

That must be page 33 in the print? It's page 29 for my PDF (page 30 overall), unless there's an update I need to run.

Mitswell, old bean, once again you could have turned to your party wizard- the one who often casts ray spells and has Point Blank Shot. Yes, yes, yes. You can even take weapon specialization, ray, IIRC.

Not sure about Improved Crit, though- critting with a weapon isn't the same as critting with a spell. You're talking about a LOT of dice you double with spells...

I'm inclined to say no. Ray of Enfeeblement doesn't deal any damage.

There's another way to look at it; it does an extra HIT POINT of damage.

If a Rogue/Wizard were to use Ray of Enfeeblement, and qualify for sneak attack damage, they would get -hitpoint- damage added to the strength damage.

Thus, as a GM, if the player remembered to remind me, yes, I'd let a PBShot + Ray/Enfeeble to give a 1hp damage bonus. Negligible, but at least consistent with how ROE interacts with sneak attack.

No, you can't. Ray of enfeeblement doesn't deal strength damage. (As several people have already pointed out, and you have ignored.)
