Point Buy Character Creation Question

I'm just returning from a break from D&D and will be in a point buy character creation campaign. I know the stats all start at 8 and we have been given 28 points to use. My memory may be playing tricks on me but I thought you could lower a score below 8 and use the extra points in the remaining scores. I may be remembering an old house rule though.

If you do lower your starting scores lower than 8 what is the benefit? If you start with a 7 do you get 1 more point to spend elsewhere? If you lower a score to 3 how many extra points would that get you?

That had to be a houserule. The only way to go below 8 is to have a racial penalty.

You can then say: “Look what I did to myself, and I didn't even get anything in return!”
