I'm thinking of introducing the Brew Poison feat with something the following rules:
The price of a poison is based on its Save DC and the average amount of initial damage it can do (INI), and the average amount of secondary damage it can do (SEC). One point of permanent ability drain costs as much as 1d6 of temporary ability damage(3.5 points). Unconsciousness (as a secondary effect) is worth 5. This base price is multiplied by a factor depending on its mode of delivery (inhaled poison is more expensive than ingested poison), and a final decanting cost is added.
The maximum save DC is based on the manufacturers level and Intelligence:
Max DC = 10 + 1/2 level + Intelligence Modifier
(this is to discourage min-maxing; another feat might increase the cap by +4 or so)
The base cost formula is
(DC - 9) x 10 + INI x 20 + SEC x 10
This is the base cost for injury poisons. For contact poison, multiply by 4. For inhaled poison, multiply by 8. For ingested poison, subtract 10%. If an ingested poison affects only one mental stat (or causes unconsciousness), reduce the cost by 40% instead of 10%.
Finally, add a 25 gp decanting cost.
The Alchemy check to make a poison has a DC of 10 + (cost / 50).
Examples:
Greenblood oil: Injury DC 13, INI = 1 Con, SEC = 1d2 Con
Calculated cost: (13 - 9) x 10 + 1 x 20 + 1.5 x 10 + 25 = 100 gp
Brew DC = 10 + (100 / 50) = 12
(actual cost: 100 gp)
Terinav root Contact DC 16 INI = 1d6 Dex, SEC = 2d6 Dex
Calculated cost: [(16 - 9) x 10 + 3.5 x 20 + 7 x 10] x 4 + 25 = 865 gp
Brew DC = 10 + (865 / 50) = 27
(actual cost 750 gp)
Arsenic Ingested DC 13 INI = 1 Con, SEC = 1d8 Con
Calculated cost [(13 - 9) x 10 + 1 x 20 + 4.5 x 10] x 0.9 + 25 = 119.5 gp
Brew DC = 10 + (119.5 / 50) = 12
(actual cost 120 gp)
There are some oddities with the table on DMG 80; there is no way Wyvern poison should cost more than Black lotus extract (which is better in every way). Sassone leaf residue seems cheap, as does Carrion crawler brain juice. High Save poisons that do lots of Con damage cost more than my formula would indicate. A little tinkering with the rules and/or the table might be needed.
