I sometimes describe greenflame blade as heated blood flying from the direct target to injure those enemies adjacent to it, when I am not describing it as flames splashing, or radiated heat damage... But ... I do indeed like the clause you put on this power so that target has to be bloodied not sure about the blinded bit power-wise but it is interesting, what other powers are comparable?

Funny, but overpowered as a minion-killer. It needs to be adjusted unless minions are dealt with somehow.

Perhaps something like this?
