Power Attack Q

When does a player have to choose whether or not to use Power Attack?

Before they roll the d20?

After they roll but before they're told whether or not they hit?

Or anytime before dealing damage? (Which could lead to an odd "reverse Wand of Accuracy" situation, where I roll, hit, decide to use Power Attack... whoops, now I missed!)

It's suppose to be decided before you make the attack roll. Some DMs may play it otherwise, but none that I've met.
