A feat for each tier for inspiring word and warlords - I intend to work through most of the classes and make feats for each of their key features. Eventually.

Also 2 feats each for ray of frost and careful attack for becoming experts and masters with their use. These feats are intended to make the at-wills a little more interesting or viable - there are certain at-wills that are plenty good enough on their own that wouldn't need such a feat, however. Careful attack is one of the worst at-will options, so it was a more interesting challenge to make it viable with the feats and fits its theme.

Inspirational Surge
Prerequisites:
Warlord, inspiring word power
Benefit: A target healed by your inspiring word power gains a +2 power bonus to speed until the end of your next turn.

Inspirational Comeback (Paragon)
Prerequisites:
Warlord, inspiring word power
Benefit: A target healed by your inspiring word power may reroll any saves it failed at the end of its previous turn. If any of the saves carried penalties for failure, reverse these penalties if the rerolled saves are successful.

Inspirational Invulnerability (Epic)
Prerequisites:
Warlord, inspiring word power
Benefit: A target healed by your inspiring word power gains Resist All 5 until the end of your next turn.

Ray of Frost Expert
Prerequisites:
Wizard, ray of frost power
Benefit: Critical hits with ray of frost restrain the target until the start of its turn. You gain a +1 feat bonus to damage with ray of frost.
At 11th level, this bonus increases to +2. At 21st level, it increases to +3.

Ray of Frost Master (Epic)
Prerequisites:
Wizard, ray of frost power, ray of frost expert
Benefit: When you make a ray of frost attack, you can score a critical hit on a natural roll of 19 or 20. Critical hits with ray of frost restrain the target until the end of your next turn with an Aftereffect: target is slowed until the end of your next turn.

Careful Attack Expert
Prerequisites:
Ranger, careful attack power, hunter's quarry class feature
Benefit: When you use the careful attack power against your hunter's quarry, you maximize the damage gained by hunter's quarry for that attack.

Careful Attack Master (Epic)
Prerequisites:
Ranger, careful attack power, hunter's quarry class feature, careful attack expert
Benefit: When you make an attack with careful attack, you can score a critical hit on a natural roll of 19 or 20. When scoring a critical hit with careful attack, roll your hunter's quarry dice as extra critical damage.

Burning Blizzard is indeed available and is one of the feats with the easiest prereqs - Wis 13. Which makes it very easy to include that bonus for those who don't have it or don't want it, while still keeping their basic at-will a bit up to par.

Unfortunately the Weapon Focus vs. Several feats for bonuses to energy types disparity is pretty strong, and not all wizards who take ray of frost will actually care about Burning Blizzard, resulting in an underperforming single target effect.

I could switch it out for something else, of course, but it's not _pointless_. Similarly, careful attack expanding crit range to 19-20 might be pointless if the ranger has the 19-20 crit range feat.
 


For the curious, using an elf ranger I'd been testing twin strike on already who got average damages of (with twin strike)
Lvl 2: 13.6
Lvl 15: 23.6
Lvl 29: 32

I got both feats (and gave nothing to the twin striker) and got with careful attack
Lvl 2: 11.4
Lvl 15: 21.0
Lvl 29: 32.7

Which I thought made careful attack an actually viable option over twin strike in some circumstances. Maybe.
