Precise Wands

Adventurers Guild has a single Precise Wand, that of Color Spray, at 10th level. Is it reasonable to assume that it can be used as a template for precise wands with other 3rd level encounter powers at the same level? Or is there something unique about Color Spray that would make this inappropriate?

How would the Precise level progression go for powers of other levels?

Well, color spray is one of them more powerful 3rd level encounters, with a huge blast area and a nice effect tacked onto the damae. Plus it targets will, which is doubly nice, so I wouldn ot have much trouble lettin it be used with other 1st and 3rd level encouters for wizards, or even similarly leveled encounters for other arcane classes with powers that do not have the weapon keyword.

But as for ramping it up to 13th and such encounters, I think it could get pretty strong pretty quick. I am in the camp that does not really advocate much house-ruling and making up of new magic items.
