Ah see that was the final variation I was looking for (but didn't think of it) to make the perfect 3 charges a day type item.

Gloves have three charges per day, renewed each day at dawn. Charges can be spent as follows: 1 charge, standard command action +20 to next attack made (as true strike); 2 charges, full-round action that gives you a single melee attack at +20 to the attack; 3 charges, swift command action +20 to next attack.

Not sure how to price it, but I think that is a fair item.

I'd reverse the 2 charge and 1 charge powers. I'd price it pretty cheaply, myself. I'd start around 3500g and move up to 4000-5000g if it proves too powerful.

With that structure, I'd effectively treat it as a swift-action 1/day item with a few frills. 18000 gp minimum, and let's round it up to 20000.
