Problems Parsing a Pair of Psionic Powers

I've recently made a new battlemind, and I'm having trouble understanding how 2 of my at-wills work.

1) Twisted Eye (PHBIII, P.45) reads:
Hit: 1[W] + Constitution modifier damage. Until the end of your next turn, the target takes a penalty to attack rolls equal to the number of your allies adjacent to it.
Is the size of the penalty determined when I score the hit, or when the enemy makes an attack?
Example: Me and 3 of my allies are adjacent to a goblin when I hit with Twisted Eye. He then runs across the battlefield to stand adjacent only to the wizard, and attacks. Does he take a -1 or a -3 penalty to the attack roll?

2) Vicious Cobra Strike (PsP, P.35) reads:
Target: One or two creatures
Hit: Constitution modifier psychic damage, and you mark the target until the end of your next turn. If you target only one creature with this power, the attack deals 1[W] extra damage.
Augment 1
Hit:
As above, and you also mark one enemy adjacent to the target until the end of your next turn.
Does the Augment text only apply if I target only one creature? Or can I target two creatures, and on each hit, mark one enemy adjacent to the target of that attack?

Minus one.

Each hit. The Augment does not have a Target: line, so does not overwrite the original unaugmented Target line. The hit applies individually to each target.
