Proficiency Bonus with Implements?

Would it be unbalanced to have implements grant a proficiency bonus to spellcaster's attacks? It just feels like wizards and warlocks - and to a lesser extent clerics - are at a disadvantage to the weapon-users when it comes to actually landing blows on enemies.

This disadvantage is countered by the fact that implement attacks typically do not target AC, and the other defenses are lower in most cases. Also, an implement weilder typically has a choice of defenses to attack, and can, if played intelligently, further choose the lowest.

A weapon wielder is stuck attacking AC most of the time, with the occassional Reflex or Fortitude thrown in (and maybe a Will once in a blue moon, but I can't think of any).

This is supposed to be the case, although in practice there are a fair number of monsters with other defenses equal to or occasionally even more than their AC (generally reflex on skirmishers and especially fort on brutes; will is almost never high, but attacks that target will are the rarest). This is why casters are supposed to make sure to target the right defenses, have attacks that target different defenses, etc., but it is a disadvantage compared to martial characters that almost always target AC, which doesn't vary very much.
