Specifically, Eladrins and Guardinals. Maybe the Rilmani (True Neutral?) as well. Are they somewhere else not in the CC, or just in queue?

While I can't help you with the eladrins and guardinals, I can with the rilmani. Most of them can be found in this thread, minus the abiorach, which can be found here in the Creature Catalog.
