The SRD Psionic template seems to be crazy overpowered, so I'm wondering if I've misread it. It seems to say that a 3 HD creature get one psionic power of up to 5th level at will, as well as 1 each attack and defense modes, and telepathy, for only +1 CR. Is this correct?

Yes, it is. The errata makes it better, however.

Suggestions? Make each power 3/day, max power level = HD/2 (or, better, CR/2) and forget about psionic combat.
