Given the "smiteyness" (new word!) of this class, you could add a requirement:

Proficient with all martial weapons.

This means that a straight caster will have had to sacrifice at least one caster level before entering the class (by taking a level of fighter or paladin) while paladins qualify without trouble.

I agree about the caster levels, need to be toned down. But to mention something that no one else has, what if the Circle of Sanctity also spoiled all poisons? Maybe, not those in the circle (or maybe yes?)....

If so, then instead of basing it on the way your caster level is related to your class level (halfcasters like rangers and paladins get +1/level, other classes get +1/2 levels), maybe it should be related to the highest level spell on your class list. I don't know where the cutoff should be. Maybe 7th? If the spells on your class list only go up to 6th or less, you get +1 every level, otherwise +1/2 levels?

The bonus levels should be calculated according the class that lets the character cast daylight. Otherwise some paladin1/clericX is going to advance cleric levels by +1/level.
