They do. There are powers that hit you, but don't deal damage (instead they knock you prone, daze you, or maybe your Resist dropped the damage to 0). The cape works with these cases, as well as cases where you do take damage.I play this as you go "poof" and then take the damage. As in you react to the hit, but don't prevent the damage.
There are immediate reaction powers that trigger on hit and others that trigger on damage, so they should work differently.
