Question About Cloak of the Mountebank

The power says "Use this power when you are hit by an attack". I read this as "Before you take damage, you go 'poof'" and are somewhere else. Another player thinks this means I take the damage and THEN teleport, making it a lot less useful.

Which reading is correct?

Like the man said, reaction. But it's still an awesome item! My rogue likes it very much. In fact, next time we're trapped in a cell or something, I plan on picking a fight with the party's fighter until I get him to punch me, and then use the cape to teleport out of the cell.

And there's no reason to take an ordinary-looking cloak if they already confiscated 12 daggers, 20 shuriken, a hand crossbow, 40 crossbow bolts and a short sword.

With that much equipment on you, I'd likely leave you with only your underware just to be on the safe side.

They do. There are powers that hit you, but don't deal damage (instead they knock you prone, daze you, or maybe your Resist dropped the damage to 0). The cape works with these cases, as well as cases where you do take damage.
