Question about negative levels

In my own games I would not impose the loss of hit points on top of everything else. Especially because of wizards and sorcerers. They are already penalized by loss of a spell to be cast, the attack penalty is twice what they normally gain (-1/ neg. level vs. +1 per 2 levels gained), skill and save penalties and such. But to throw on a penalty to their hit points that is 1 greater than they can roll if they hit max hit points for a level is just too much. Just can't go that far. Especially if its from a monster's attack. C'mon, our goal here is to have a good time not off the pc's by making them OD on cheese.
